Function isVarInt

isVarInt(pair: KeyValuePair): pair is KeyValuePair & { value: bigint }
Checks if the KeyValuePair is a varint pair (even typeValue).
Parameters
- pair: KeyValuePair
  The KeyValuePair to check.
Returns pair is KeyValuePair & { value: bigint }
True if value is a varint.
